【句子解读】

Step one：谓语动词is, cannot help, are, will secure

Step two: 连接词since, whether or not, which

1. 句子主干：we cannot help considering…。cannot help doing sth.表示：情不自禁做某事;

2. Since引导原因状语从句，翻译时可以直接保留在句首;

3. whether or not…为宾语从句，做considering 的宾语，按照顺序翻译;

4. which引导的定语从句修饰the powers，由于定从较短，可以直接前置修饰。
