Step two: 连接词that, while

1. 句子主干：he did not accept as well founded the charge，accept the charge 为动宾结构，

2. as well founded 是accpet的宾语补足语，放在动词和宾语之间，形成隐性分割结构;

3. made by some of his critics为过去分词短语做后置定语，修饰名词the charge;

4. that引导同位语从句对the charge 解释说明。
